Educator Preparation Programs Receive Accreditation Decisions from Commission Committee

SACRAMENTO – At its May 13 – 14, 2009 meeting, the Committee on Accreditation (COA) voted initial program approval for the Santa Clara County Office of Education’s (SCCOE) Preliminary Administrative Services credential program. The review panel determined the SCCOE’s program met all standards and preconditions for Preliminary Administrative Services credentials.
The COA also voted to approve the accreditation team’s recommendation for full Accreditation of the Westmont College Multiple and Single Subject programs and Accreditation with Stipulations for California State University, East Bay, Notre Dame de Namur University, San Diego County Office of Education, and Western Governor’s University.
The COA is an appointed body of the Commission on Teacher Credentialing whose members include experts in the fields of teacher preparation. Following site visits which include extensive review of program data and documentation as well as interviews with faculty, program participants and graduates, administrators and public school personnel, a site visit team brings a full report with an accreditation recommendation to the COA for final review and approval. This accreditation process ensures programs are providing complete and effective training for future school personnel that meet the standards adopted by California for the preparation of credential candidates.
As noted above, four of the five programs recently presented to the COA received decisions of “Accreditation with Stipulations”, while one received full “Accreditation.” Those institutions receiving accreditation with stipulations have one year to address the program standards deemed not fully met and report back to the COA.

TEACHER SUPPLY REPORT REVEALS INCREASE IN NUMBER OF FULLY CREDENTIALED TEACHERS; DECREASE IN NUMBER OF NEW TEACHERS

DOWNEY –Findings from the Commission on Teacher Credentialing’s report Teacher Supply in California 2007-2008, informed Commissioners of the dual trends in the teaching workforce: increased numbers of teachers achieving full credentials; but decreasing numbers of candidates earning their initial credentials.
The Commission on Teacher Credentialing (Commission) received the report at its April 23-24, 2009 meeting at the Los Angeles County Office of Education in Downey, California.
Teacher Supply in California is issued annually pursuant to AB 471 (Chap. 381, Stats. 1999) by the Commission to the Governor and Legislature. The report is essential for policy makers as they analyze how current statutes and policies impact teacher recruitment, teaching incentives and teacher preparation. It includes the type and number of initial teaching documents issued authorizing service to teach in California public schools and incorporates the requirements of the legislation into a tool for policy makers and others interested in teacher supply.
The number of fully-credentialed teachers increased from 95.8 percent in 2006-07, to 96.4 percent of all California public school teachers in 2007-08, as more teachers completed credential requirements and veteran teachers earned English learner authorizations. The number of fully-credentialed teachers has been climbing slowly, but steadily since 2004. Accordingly, 2007-08 saw a decrease in the number of emergency-type authorizations issued, down almost 27 percent from 2006-07.
Once again, the number of veteran teachers completing a Certification of Completion of English Learner Staff Development (CCSD) rose as the sunset for this authorization drew to a close for basic credential holders (elementary, secondary and special education). Assembly Bill 2913 (Chap. 169, Stats. 2004) extended the deadline for teachers to complete a Commission-approved staff development program for English learners from January 1, 2005 to January 1, 2008. Beginning January 1, 2008, this option will only be available to Career Technical Education teachers and a few other specialized credential holders.
The declining number of teachers earning new credentials was bolstered by a 10 percent increase in the number of out-of-state prepared teachers coming to California and slight increase in district prepared teachers.
Exacerbating the decline in newly prepared teachers, the report data also showed a decrease in enrollment in teacher preparation programs. Total enrollment was down 13.7 percent over 2005-06.
