English Learner Staff Development for Career Technical Education Teachers and Holders of Service Credentials with a Special Class Authorization

SB 1292 added teachers with designated subjects teaching credentials (vocational/career technical education or special subjects) and holders of services credentials with a special class authorization to the list of those who are eligible to earn a Certificate of Completion of Staff Development through completion of the English learner staff development program option. In order to earn the authorization, the statute requires these credential holders to complete staff development in Specially Designed Academic Instruction Delivered in English (SDAIE) of not less than 45 hours, but does not allow the holders to earn the authorization for teaching English language development.
Three requirements were removed by SB 1292: 1) completion of a bachelor’s degree, 2) passage of the basic skills requirements, and 3) permanent status. In addition, there is no sunset date for holders of designated subjects and of services credentials with special class authorizations to earn the Certificate of Completion of Staff Development. The requirement to hold an appropriate prerequisite teaching or service credential still remains.
SB 1292 allows the Commission to review and approve new programs to offer the staff development under the revised guidelines. Teachers completing these approved programs would be awarded a Certificate of Completion of Staff Development in SDAIE and would be authorized to teach English learners.
